OECM: Sourcing Analyst Technical Test
BACKGROUND INFORMATION & SCENARIO
Ontario Education Collaborative Marketplace (OECM) leads collaborative strategic sourcing initiatives to create agreements for the education sector comprised of universities, colleges, school boards and other Broader Public Sector organizations. To ensure agreements are awarded with competitive pricing, OECM is diligent in deeply analyzing and comparing pricing data to produce the most accurate results. This includes identifying anomalies, calculating scores and producing a summary.
In this scenario OECM has posted an RFP for Office Supplies. The pricing evaluation is structured into two steps, they are as follows: Step 1: Core List (Available points: 100) |
Step 1: Core List | ||||||||||||||
Proposed Rates | Calculation | Resulting Points
If Proponent 1 proposes the lowest rate of $1.00, that Proponent will receive 100% of the possible points. | $1.00 ÷ $1.00 x 10 | 10
If Proponent 3 bids the second lowest rate of $1.25 it will receive 80% of the possible points. | $1.00 ÷ $1.25 x 10 | 8
If Proponent 2 bids the third lowest rate of $2.00, it will receive 50% of the possible points. | $1.00 ÷ $2.00 x 10 | 5
Step 2: Non-core List (Available points: 30)
In addition to the core products, proponents are to quote discount percentage rates off list price on 3 product categories. The proposed discount percentage rate for each product category will be evaluated and scored using a relative formula: dividing the proponent’s discount percentage by the highest proposed discount percentage (among all proponents). Each product category will have the maximum point allocation of 10. For example: |
Step 2: Non-core List (Computer Supplies example)
Proposed Rates | Calculation | Resulting Points
If Proponent 1 proposes the highest discount percentage of 50%, that Proponent will receive 100% of the possible points. | 50% ÷ 50% x 10 | 10
If Proponent 3 bids the second highest discount percentage of 25% it will receive 50% of the possible points. | 25% ÷ 50% x 10 | 5
If Proponent 2 bids the third lowest discount percentage of 10%, it will receive 20% of the possible points. | 10% ÷ 50% x 10 | 2
Three proponents: 416 Office Supply, WTN and Lowrozen Co. have submitted pricing for both steps, and their proposals are on the following 3 tabs.
Be prepared to present your findings and give a recommendation on which proponent should be awarded during the interview. |
INSTRUCTIONS & REQUIREMENTS
Step 1: | Scoring calculation Score the proponents – In a new Excel worksheet, compare rates and calculate scoring across all 3 proponents using the methodology outlined above. |
|||||||||||||
Step 2: | Summarize findings Create a summary Excel worksheet which aggregates information from all the other worksheets. It should include scores from the following: – Core List sub-total – Non-Core list sub-total – Proponent Total Score – Proponent’s ranking |
|||||||||||||
Step 3: | Communicate results Present your findings in a power point presentation. – Give a recommendation for award based on the scoring outcome of pricing evaluation – Identify and rationalize any data anomalies that may need clarification or impact the results – Make assumptions as necessary and list-out for review. Also include a list of clarifications you may have for the proponent. – During the interview, be prepared to defend your process and calculations |
